From Fragility to Transformation: AfDB’s Opening Vision

This bite-sized module captures the inspiring opening message from the African Development Bank’s dissemination workshop on national capacity development strategies for Central African Republic, Guinea-Bissau, Somalia, and South Sudan. It highlights the Bank’s strong commitment to national ownership, inclusive collaboration, and sustainable development rooted in locally led solutions. The speaker underscores the urgent need to strengthen institutions and invest in human capital to help countries navigate fragility, internal conflicts, global shocks, and structural challenges. The strategies being discussed are a product of participatory processes involving governments, civil society, academia, and private sector stakeholders—each bringing vital perspectives to shape resilient national systems. 

Emphasizing implementation over shelf-ready reports, the message calls for actionable commitment from all stakeholders. The strategies are not generic templates but country-specific roadmaps aligned with national priorities, contextual realities, and development aspirations. Peer learning, harmonized donor support, and a shared responsibility to implement and integrate these strategies into national planning and budgeting are central to success. Ultimately, the African Development Bank reiterates its readiness to walk this journey alongside countries, ensuring the strategies become dynamic tools for transformation—building stronger institutions, fostering inclusive growth, and delivering lasting impact for current and future generations.

Eric

Dr. Eric Ogunleye


Ogunleye, a Nigerian national, has nearly 20 years of experience in macro and development economics, capacity development, public governance and regulatory reform, monitoring and evaluation, and policy advisory. His career includes designing and leading innovative, context-specific capacity development and policy advisory initiatives at the highest levels of national governance, achieving significant global partnerships and impactful results.

He previously served as the Officer in Charge of the African Development Institute and Manager of the Institute's Policy Management Division. He was also previously an Advisor to the Chief Economist and Vice President of the Economic Governance and Knowledge Management Complex. He played a crucial role in developing and implementing the Bank Group’s Capacity Development Strategy (2021-2025) and related initiatives, such as the Public Finance Management Academy for Africa and the Macroeconomic Management Academy for Africa.

Ogunleye has significantly enhanced the Institutional Capacity Building and Fiduciary Clinics, which now consistently cover 20 country portfolios annually, improving the quality of the Bank’s operations and portfolios in Regional Member Countries.

Dr. Ann Sow Dao


Dr. Ann Sow Dao is a Manager in the Programme Development Division (ECAD1) within the Economic Governance & Knowledge Management Complex (ECVP) at the African Development Bank (AfDB). She holds a Master's in Public Policy (MPP) and a PhD.
