Somalia’s presentation highlights the country’s long struggle with fragility, marked by decades of conflict, political instability, and weak institutional structures. These challenges have left its economy underdeveloped and its governance systems unable to deliver essential services to citizens. Despite these hurdles, Somalia continues to demonstrate resilience and determination to recover, rebuild, and strengthen its institutions. The speaker emphasizes that capacity development is central to this process, particularly in empowering civil servants, improving public administration, and creating accountable governance frameworks.
With the support of the African Development Bank, Somalia is pursuing a participatory, country-led approach to national capacity development. The strategy aligns with local realities and seeks to address both immediate needs and long-term aspirations. By investing in human capital, strengthening institutions, and fostering collaboration with development partners, Somalia aims to shift from fragility toward stability and inclusive growth. The vision is to transform current challenges into opportunities for sustainable development, while ensuring that future progress is firmly rooted in national ownership and resilience.
